Subject: concerns over the death of Karen Petrosyan under Azerbaijani captivity

We are writing to express our grave concern over the recent death of Karen Petrosyan

under Azerbaijani captivity. We have serious reason to believe that his passing is due

not to “heart and lung failure,” as claimed by authorities in Baku, but rather torture and ill


By all independent accounts, Mr. Petrosyan was an innocent civilian who accidentally

crossed into Azerbaijani territory near his border village of Chinari on August 7.

From the outset, his detention was marred by violations of basic humanitarian norms

and disturbing signs of abuse. Images of him being dragged by two masked men in

army uniforms were immediately distributed by the Azerbaijani authorities (a gross

violation of Article 13, Section 2, of the Third Geneva Convention), with erroneous

claims that he was a member of an Armenian commando unit.

The next morning, Petrosyan was pronounced dead.

Sadly, this tragic case is not an isolated incident. Several innocent civilians taken

captive by Azerbaijan over recent years have suffered a similar pattern of abuse,

public humiliation, and even death. Captives such as Manvel Saribekyan and Mamikon

Khojoyan, to name two of the other most recent.

This track record of systematic abuse makes the carrying out of an effective,

independent investigation into the cause of Petrosyan’s death even more essential.

We turn to you to ensure that a proper autopsy and investigation into credible

allegations of violations is carried out. The autopsy should be witnessed and verified

by an international experts and the subsequent information and documentation of the

investigation should be made available in a timely manner to the authorities of the

Republic of Armenia.

We also urge you to use your good offices to ensure that Petrosyan’s remains are

immediately returned to Armenia in compliance with international law. It has been more

than 10 days since his death, with authorities in Baku yet to repatriate the body. We

suspect that this prolonged delay may well be in order to cover up evidence of torture

and abuse.

Մարտ ամսից իհայտ է եկել նոր վիրուս, որը հետեւում է պետական ցանցերին՝ տարբեր ընկերություններ կոչում են դա Turla, Uroboros, Snake։ Առաջին հրապարակումները եղան բրիտանացիների կողմից, դրանք ոչ անմիջապես, բայց մեղադրեցին Ռուսաստանին Ուկրաինայի  պետական եւ մասնավոր ցանցերի վարակման եւ գաղտնամալսման մեջ։

An aggressive cyber weapon called Snake has infected dozens of Ukrainian computer networks including government systems in one of the most sophisticated attacks of recent years.
Also known as Ouroboros, after the serpent of Greek mythology that swallowed its own tail, experts say it is comparable in its complexity with Stuxnet, the malware that was found to have disrupted Iran’s uranium enrichment programme in 2010.
The origins of Ouroboros remain unclear, but its programmers appear to have developed it in a GMT+4 timezone – which encompasses Moscow – according to clues left in the code, parts of which also contain fragments of Russian text. It is believed to be an upgrade of the Agent.BTZ attack that penetrated US military systems in 2008.

While infections initially appeared to be spread over a range of European countries, closer analysis revealed that many infections in Western Europe occurred on computers that were connected to private government networks of former Eastern Bloc countries. These infections appear to have transpired in the embassies of these countries.
Analysis of infections revealed that the attackers were heavily focused on a small number of countries. For example, in May of 2012, the office of the prime minister of a former Soviet Union member country was infected. This infection spread rapidly and up to 60 computers at the prime minister’s office were compromised.
Another attack saw a computer at the embassy to France of a second former Soviet Union member infected in late 2012. During 2013, infections began to spread to other computers linked to the network of this country’s ministry of foreign affairs. In addition, its ministry of internal affairs was also infected.  Further investigation uncovered a systematic spying campaign targeted at its diplomatic service. Infections were discovered at embassies in Belgium, Ukraine, China, Jordan, Greece, Kazakhstan, Armenia, Poland, and Germany.
At least five other countries in the region were targeted by similar attacks. While the attackers have largely focused on the former Eastern Bloc, a number of other targets were also found. These included the ministry for health of a Western European country, the ministry for education of a Central American country, a state electrical authority in the Middle East, and a medical organization in the US.

How to report Ilham Aliyev`s Twitter account for harassment - by Yerkirmedia

  1. Log into Twitter;
  2. Visit Aliyev's page at OR by searching @presidentaz;
  3. Click the "wheel" icon on top right and select "Block or Report" link
  4. From the pop-up, select "This user is abusive" and then "Harassment" as the reason;
  5. From the Report page that opens up, select "I am being directly mentioned" and "I am being referenced in some other way" considering he is referring to Armenians in general in his abusive tweets.

    Also on this page, select "Someone on Twitter is engaging in harassing or abusive behavior", and answer "Yes" to the threat being one of physical harm.

    Enter Aliyev's username @presidentaz where it asks, and enter the link of one of Aliyev's 50+ tweets threatening war. My sugestion - 

  6. This page is a little longer, and also requires you to enter a description of the threat, then sign with your details. As Armenia doesn't appear as an option in the dropdown, you may have to select OTHER.
